Case in point that rogues shouldve never gotten axes in the first place! Just makes it more complicated further down the road. I guess it was probably about...what 6-8 months ago, when rogues were screaming out "let us use axes!", fast forward and now we surprisingly (cough) have rogues lamenting again about how unsuitable axes are for such and such and so and so. (disclaimer) I obviously have no love for rogues, and since i'm on the topic- no love for their shadowy warlock brethren (yes, I call them brethren based solely on my dislike for them, even though they're polar opposites)

It wasn't so much Rogues going 'We want to use axes' as Blizzard noting that exactly one spec, Enhancement shamans, would actually use slow, one handed, agility axes with hunters having plentiful access to Druid Staffs and Spears and wanting enhance shamans to actually be able to get some gear without crippling the loot tables for everyone else.

Rogues never screamed for axes, we were happy with swords (they're identical for us anyway). If they didn't give us axes, they would have had to create extra swords in ToC and ICC and the only class that would have been using them would be combat rogues and the occasional hunter who hasn't gotten a decent staff or polearm yet.
