Seems to me the answer is even more simple:

Any weapon wielded by a rogue in his off-hand is normalised to 1.4 speed, maintaining the same weapon DPS by reducing the min/max damage.

Then you can eliminate all fast non-dagger off-hand weapons, because no one would require them to be fast.
