How about instead of having a speed, weapons had a weight rating instead? That way different classes could interpret that number differently to determine damage.

The issue is that you're talking about fundamentally rewriting all of the code for weapon speeds and throwing everything we know about weapon speeds out the window, forcing everyone to relearn it completely. Or, we can just set new quick axes/swords/maces/fists to 1.4 speeds, and the problem is already solved.
