As far as I've been able to tell, the ratings are still there at the vendor, but you can still purchase and equip the items. None of my characters have any ratings at all, and I was still able to buy a couple Wrathful pieces.

Any Wrathful gear with a rating req of less than 2000 can be bought with honor. The gear still shows red, but you can indeed equip it. For proof:

Got the legs, chest and shield right now. I have done a grand total of two arena matches in my life.

You still see ratings, but you can buy everything (despite the ratings) except the following:

ilevel 277 weapons
Wrathful Shoulders
