I noticed a 700 MB download the next time I launched the game after ordering the digital download. I went to check on the files mentioned above, and saw that the "account type" changes had already been made to "CT."

It's my guess that the changes happen automatically when you log in with the battle.net account you upgraded to Cataclysm. If it's not doing it automatically, it may be whatever security system you have installed on your machine.
