Yeah, sigh. No reins here, either. And that's after having done the horseman every available day. For two years in a row.
...Not to mention a marathon 48hr period of INSANITY over the weekend and a day off, setting an alarm to trick or treat every cooldown with the innkeeper, after hearing reports that the reins were dropping from treat bags now.

Oh well. There's always next year...
(I shouldn't have been surprised. I've been doing ZG 1-2 times per week, every week, for the last three years and never seen the mount drop. I'm pretty convinced that when you create a toon, you get an in-built hidden 'luck' stat that relates to drops. My main just happened to have a poor luck stat, whereas two of my guildies have =excellent= luck stats. Including oracle drake, brunhilda bear, reins and more. It's almost enough to make you re-roll...)
