Would definitely need factions included with the AI set up so that Taurens/Orcs/Trolls would never break their alliance with each other. Blood Elves would be a bit flaky. Undead would be completely unpredictable. They would start off in the Horde but will turn on their allies as soon as they're powerful enough.
Night Elves would never turn on their allies but could, unpredictably, decide to become neutral and drop out of the game. The rest of the alliance would stick together, though humans should occasionally have cities rebel to start neutral or hostile sub-factions.
And have to include the wild card factions. Wildhammers would swing from neutral to Alliance and back again. Dark Irons would be in the game as a faction usually hostile to everyone but occasionally allying with Ironforge if they were in trouble. Grimtotems would be the same, except their occasional alliance would be with Thunder Bluff. Sithilids would also be a hostile to all faction.
Since Civ 5 now supports neutral city states, which have no desire for empire, Steamwheedle Cartel could be included.
Roving barbarian units and barbarian cities would be replaced with orcs, scourge, or the Scarlets depending on the location in the eastern kingdoms. Bloodsail pirates would plague the coasts there. Quillboar would work for much of Kalimdor, though not all.
Obviously, I want Blizzard to put out a grand strategic wargame set in classic Azeroth. A mix of Diplomacy and Axis & Allies would be perfect.

I originally read about this map on.. erm.. another video game news site. (I still love you, WoW Insider! You're my #1 source for all WoW news!) In that article, they addressed the obvious question of race mods, explaining that it's simply too soon. Civ V has not been out that long. A well-done mod to incorporate races, units, etc, is going to take much longer.
However, as incredible as this map pack looks, it will be a tremendous shame if someone doesn't do a total conversion. In the meantime, we'll have to be content with playing all human "factions."
