Honestly, I imagine that the new race / class combos will be available slightly earlier. There's nothing to suggest they won't be available the moment the pre-expansion patch 4.0.3 hits. It would probably make sense for Blizzard to stagger it like that for the sake of the servers that deal with race / faction switching too.
