IMO the real nice thing about this is that well-rounded tanks aren't penalized compared to tanks stacking the state du joir. I've always preferred to balance my stats (not hard to do as a bear) but have gotten weird looks at different tiers. Now I hope I can take gear fairly casually and tell at a glance (or with the Pawn addon) if a piece of gear is an upgrade.
