Actually, I've read some recent things from EJ that seem to imply that Early Frost now also decreases the global cooldown during the proc, eliminating the gcd bumping issues.

Now, I don't know if you'd want to take it in a live build, but if I recall it might give enough average "haste" in a fight to be fairly good. In fact, it seems to give a better boost than Netherwind Presence does, as a great deal of that talent is wasted because of Deep Freeze, Ice Lance, and FFB being instant. Ignite appears that it might be better than either one, though, because of how often FFB procs, and FoF giving it a good crit chance.
