They won't reset, though the cap of 4,000 may be lifted when Cataclysm launches, since that's only like ... an item and a half, with badge gear prices at 85 in mind.

Battleground and dungeon finder matchmaking is now region-wide instead of battlegroup-wide. You should have a much larger pool of available players to vote-kick from PUGs now.

I know the goblins and worgen won't be setting up at the Tournament, but will there be some way to earn "of Gilneas" and "of Kezan" (or whatever) titles?

I don't see the titles listed in wowhead, but I really don't know. I do know you can still get to exalted with these factions using tabards (answered in yesterday's Queue).

Umm, that is the point of the cap. So you can't buy everything at once.

Exactly. The idea all along have been to have the high-value points (Valor and Conquest) being limited by the rate at which you can acquire them (both because they're harder to get and because there is an actual weekly cap), while the low-value points (Justice and Honor) can be gained as fast as you want, but with a cap on how much you can have at any one time.

Herman, they don't want people stockpiling points the entire way, and suddenly buy everything at once. They had the same thing in Burning Crusade. The Honor cap was lower than a full set of gear would cost you.

Anyone remember the Badge of Justice rush when Sunwell was introduced? People with a quadzillion badges of justice bought everything at once while the rest felt obligated to run Karazhan to get badges. That's what Blizzard wants to nullify; the hoarding.
The cap also means that raiders don't necessarily have to run the daily heroic dungeon everyday because they'll probably reach the valour point cap by just doing raids (especially 25m raids). All in all, less obligation to grind instances.

What happened to the huge changes in racials we were supposed to se in Cataclysm?
I love my forsaken warlock, but as things are I will have a hard time not switching races in Cataclysm.
Goblins get 1% extra haste, Orcs have the sp boost and pet damage, trolls have the haste boost, and forsaken... well... we can hold our breath longer underwater! /cheer

Regarding what Scuac said, the first quest you do in Vashj'ir lets you breathe underwater while in Vashj'ir. So, yeah... enjoy how OP you'll be for that one quest.

What has come of Blackfathom Depths in Cata? Is it split into wings like some others?

Why would it require splitting? It wasn't a very big instance.
The ones that were split were the ones that were insanely huge. Mauradon is literally three instances long, and is divided into such on the LFG. BRD could take 5-6 hours to clear with a level-appropriate group when it came out.
Sunken Temple is getting one part of it removed because it's long, and confusing. Wailing Caverns is getting trimmed because it double-backed on itself and twisted around so much, it was very easy to get lost, and a pain to completely clear unless you knew exactly where everything was.

I don't want to spoil it for you, but I can say this: according to what I heard on the podcast, the four Scarlet Monastery dungeons are linked by the quests you get at the beginning of each dungeon, so by doing them in order of difficulty, you get a mini-storyline of what happens to the Scarlets. And it ain't pretty. ^_^
I, too, love killing Scarlets any chance I get. I think that you and I both are going to enjoy watching what happens to them. Bwa ha ha!
