Hih,
You can only queue for bosses as long as their portals are up in the cities. So, that means one of the cities had been done with the event long enough and its portals despawned...but the other city still had its portals up.

Not once an hour. The whole event is timed for an hour, and that would disable the cities non-stop for weeks. It IS more than once a day, though.

I believe I read on MMO-Champion that it occurs every 2-3 hours. That may be per faction, though, not per city (i.e. Hour 1, Stormwind is under attack; Hours 2 and 3 are peaceful; Hour 4, Ironforge is under attack; Hours 5 and 6 are peaceful; Hour 7, Stormwind is under attack again, etc.)
I don't know for certain, however, so take this with a grain of salt. Or two.

Just the Tripping the rifts one. It is easier to get during the invasion.

Partial Timeline for the Event as just seen seen on PTRs in SW:
00 Minutes: Sky darkens/ yells to evacuate the city
05 Minutes: Sandbags become available to place/ non-elite elementals spawn
10 Minutes: Rifts open/Elite Elementals/trapped citizens
60 Minutes: Elementals despawn- Failure

I think it will be awsome the first five times you do in the first 48 hours.
Hopefully stage four is multi staged buecase after a day or so having the capital cities shut down every hour is going get to old for 2-3 weeks.
