I could be wrong but I thought the official word from the Devs was that if the quest you completed in Eastern Kingdoms or Kalimdor no longer exists then you will not have credit for it. By that I mean if you do 10 quests in EK today and cataclysm wipes out 5 of them you will only have 5 quests towards the achievement.

Ya, I could have swore I remember reading that, say you have Loremaster of Outlands and Eastern Kingdoms, but not Northrend or Kalimdor. After the patch since there's no change to Northrend, there's no change to the Northrend achievement and any progress you have is preserved. But since all the quests are different in Cata, any progress you have on the Kalimdor one is wiped clean and you have to start from scratch, even if you're only one quest away from completing it before the patch.
