"A Horde character before the patch needs 685 quests for Loremaster of Kalimdor and 550 quests for Loremaster of Eastern Kingdoms. An Alliance character needs 700 quests for Loremaster of Kalimdor and 700 quests for Loremaster of Eastern Kingdoms."
Is this accurate, or did you get numbers transposed? I don't remember needing 1400 quests total for it, versus 1235 for Horde. That seems particularly lopsided, even for Blizz.

For the most part, this disparity actually represents an advantage to Alliance players. When the game launched, some of the Alliance questlines and zones were a little more developed than those for the Horde, especially in the starting zones. As well, many Horde questlines involve hugely time-consuming journeys (true for Alliance also, but I think most agree that it is worse for Horde, if for no other reason than the Barrens alone).
The upshot is that although Alliance needs more quests for this achievement, I think most players who have done both factions agree that the Alliance version is actually a bit easier. But it's impressive either way.

Yeah I was a little shocked. 165 quest difference pre and 135 quest post. Blizz really wants us Ally to know our lore!

What I'm finding a bit bizarre is that post-patch Alliance characters need more quests in Kalimdor than they do in EK, despite that EK could be seen as their home turf with more Alliance-specific/centric zones.

It used to be even worse. The original Loremaster of Kalimdor achievement used to require 730 quests for the Alliance.
As someone who didn't have access to raid quests like the Scepter of the Shifting Sands quest chain back then, those last 30 quests were a royal pain to find and complete.

It's not some Horde favored bias or anything. Here, this comic will explain: http://www.darklegacycomics.com/27.html
Horde doesn't have quests like that. Alliance does. Hence the imbalance in quest numbers, but relative equality in questing time.
