Think of it like this: our leaders actually ENCOURAGE us to feast outside the city, for two reasons:

1) encourages people to get out of the deathtraps the cities have become

2) Takes a few minds off the constant earthquakes and elementals invading.

So there ya go. The reason why we celebrate even though we're in the midst of a crisis.
