Happened in the Shattering book, by the Twlight's Hammer.

And I personally doubt that the elves were completely flayed while the were still alive. The Twilight's might have started while the were still alive (and yes, according to my research, flaying does in fact hurt like a bitch), but, for the human body at least, you will die from shock, blood loss, or infection long before they can completely skin you.
