I'm still of the opinion that racials don't really matter and truly only serve to give flavor. I ran sims on m warlock a while back to see if it would be worth race changing from Belf to Troll and with my gear (maximum theoretical DPS at the time was around 15K) it netted me a gain of *drumroll* . . . . 30 DPS. I suppose if I was the best warlock in the world and played perfectly all the time that 30 dps could add up and make a significant difference in damage over the course of a 5-10 minute fight, but I'm not the best warlock in the world. My biggest DPS increase right now is "don't suck". When I stop sucking, I'll decide if Berzerking is better than being sexy. That said, I don't think Blizzard will ever truly "balance" racials, especiay when you factor in a class like Druids that get varying benefit from one racial to the next depending on what spec you play. Berzerking for Balance = Good. Berzerking for Bears = Meh. Arcane torrent for Frost Mages = Meh. Arcane torrent for Warriors (rage on demand) = decent. Arcane Torrent for Arena anything = ZOMG. IMO, the only way they'll ever truly fix racials is to get rid of them or nerf them to oblivion so they're ALL worthless.

30 DPS seems about on par, perhaps slightly lower than what it should be, but accurate. Berserking is merely a 1% increase in haste if it is used on cooldown every cooldown and the encounter lasts exactly 3 minutes (or some factor of 3.) If you have a 4 minute encounter, then Berserking is worth a lot more haste, and more DPS. There are also the less tangible benefits to Berserking. Bloodlust is usually saved for specific phases of a boss encounter. If the boss doesn't have a burn mechanic, then it will usually be used sub-35 or 30% to produce the largest gain. If the boss does have a specific burn mechanic (the second transition on H PP, the second transition on H LK, ect) then Bloodlust is saved to get through those phases easier. Berserking can be used similarly, even if it would represent a theoretical DPS loss. Essentially, it's a free haste trinket for whenever you need to pop cooldowns in order to get through a tough part of an encounter. That's something tauren just don't have, and you can't really put a DPS tag on burst.I agree that racials are always going to be situational and class dependent, and I don't think that is a terrible design. What is terrible is when you have a small handful of races that have several DPS increasing racials and others that have no DPS increasing racials. Trolls and orcs are examples of races that have far too many good racials, tauren and even undead have rather bleh racials. One of the biggest issues with racials is the profession based racials, which don't do anything at all, and the resistance based racials, which are far too limited to where they are either great or worthless. Changing these racials to have a point and be less limited in their application would be the largest step in balancing out racials overall. I wouldn't really say that any of the current racials are over powered in the sense that they give some great advantage that will secure a win almost every time, and most of the DPS or utility centric ones are balanced, the larger issue is the worthless racials and the races that don't really have any DPS centric racials.
