I think this was in one of the more recent fixes, where they decided Shadow Orbs was better used how they did Eclipse for Balance Druids. In that they decided to give a weaker version as a specialization perk, and make the level 80 version "Shadow Orb Power." Could change some of the priorities at that level, though I have no idea how good they are for a low level shade.

In my opinion, Empowered Shadow Orbs sounds way cooler, but that's just aesthetics. It's way cooler that they gave it earlier anyway, as it was supposed to make shadow feel more shadowy before they could grab Shadow Form, and getting Orbs at level 80 was a little backwards.
