Yes, the Chaos Orbs come from heroic bosses (maybe only 1 from the end boss, like frozen orbs).

The Crossbow doesn't require an orb (but is only a blue, with lower stats). The gun and the bow do require one orb.

However, the weapons are good and you'll probably keep them until you get a raid drop, so this is probably a good place to splurge and buy a Chaos Orb from the AH and have the gun or the bow made for you.
