Actually, its rather simple.
To become an aspect, you either need to be blessed as one, via the Titans, or obtain an artifact near and dear to the prior aspect, and claim it as your own.

Kalecgos will become the new Blue Dragonflight Aspect through Malygos's heart.

While Thrall? That will have to wait til the end of Cataclysm, why?
Thrall shall bear Deathwing's Codpiece.
