Uh, no. The orc clans were at peace, and had been for hundreds of years. While it's clear that they had a history of war, it's clearly shown in Rise of the Horde that the orcish clans gave each other a wide berth in order to prevent conflict from breaking out.
The ogres were brutal marauders, enslaved by the Gronn, and were responsible for killing many orcs. They were enemies, essentially at war.
The orcs, by and large, lived at peace with nature. They had a semi-nomadic hunter-gatherer society. They were even at peace with the draenei until Kil'jaeden the Deceiver showed up, seeking to ruin Velen and the rest of the exiles by appearing to the orcs under the guise of their ancestors.
