There originally was going to be a limit on Guild XP like you described: Only the top 20 or so contributers would count.

This has since been removed. There is no limitation on Guild XP or rep gains, and everyone can contribute.

It means yes, bigger guilds will level faster. But that doesn't mean small guilds are completely screwed.
