This is one of those things that I wish would be addressed by the standard tooltips.
I mean- look at that screenshot for Incinerate. The tooltip says it hits for a maximum of 1000, yet in actuality it hits for an average (with no criticals) of over 3000.
The tooltips give no insight into how spells actually scale, which is one of the reasons I always run to fansites to confirm ability rotations.

Actually, current tooltips DO show you the actual damage based on your AP/SP. If you look at that tooltip, it says "rank 4" meaning it came before 4.01. Since 4.01, tooltips (assuming you don't have "beginner tooltips) have been showing the proper damage numbers for non critical strike hits.
Check it out on your dudes in game, it should be working like that.
