At BlizzCon, the Live Raid segment had an interesting bit of display. On the bosses being targeted, there was a number in yellow just above the target tile (above the target's health bar) which showed its realtime incoming DPS. Was this an addon (and if so, what was it) or simply some developer tool Blizzard was using?

Can be addon even if that was blizz tool.
For example there is addon called deathclock that does just that, clocks the time to targetted, focused or something other to die and how much dps they are taking.
So basically you can target boss and see its taking "50k dps total and it takes 3 minutes to die if that goes on" very handy for enrage or other times that you need to know.
You can also focus the tank and set the addon to show focus deathclock and see that oh, tank is taking 3k dps and would die in 10 seconds with that speed with no heals or so.
As guessed it goes to medium-heavy addon category like recount etc are (well for wooden PCs like mine) depending on group size. As usual recounts and this isnt really memory friendly on 25+ mans
