Put Intervene on a mouseover macro. It's not as good as being able to break out of a root with Charge, but if you've got someone in your raid/party in range, it still works. This is what I use (it tries first a friendly mouseover, then a friendly target, then a friendly target-of-target):

#showtooltip Intervene
/cast [@mouseover,help,exists][help][@targettarget, help, exists] Intervene
