Can the bombing run quest be done on the x-53 Touring rocket allowing lower level non flyers to do this quest?

Can you turn the x-53 into a reindeer and still carry two people?

No.
You need to be high enough level to accept the quest and I believe the minimum level is 70.

Also, your touring rocket will eject all other passengers when turned into a reindeer. See the patch notes.
