Fun fact: If an item is only purchasable using currency obtained from heroics (rep, JP) then it is NOT "pre-heroic" gear.
At most, you can buy 2 items from the JP vendor using the 4k you had saved up from Wrath. After that, you can only earn 70JP/day by doing non-heroic instances. That means a helm would take 31 days to acquire.
Likewise with rep. At 150 rep/day (Ramakhen), you aren't going to be hitting Exalted any time soon unless you hit the heroics for tabard rep. (You could do the two 85 dungeons repeatedly though).

I could be wrong, but aren't valor points the one's you get from heroics (haven't played in a month so don't know for certain though). So the justice points would be from the regular cata dungeons.

Valor points are the ones you get from raids, with the exception of 70VP/day for the random heroic daily.

You get Justice Points from your first regular Cataclysm random dungeon, and you get faction rep while wearing their tabard in any of the 84-85 regular dungeons (usually 10 per trash mob, and 300 per boss). Those would be Grim Batol, Lost City of the Tolvir, and Halls of Origination.
