The 5% is not worth the GCD or the chance to use the interrupt. I'm sure some theorycrafter will prove me wrong but I don't like having it in rotation so :-p

As a shaman healer I use windshear to interrupt and to drop some of the threat I gain on mobs by healing. Blood Queen Lanathiel really got it in my head to drop my threat unless I wanted to be the first bitten. (Happened once or twice.) It's on a different cooldown than the other shocks even.
It's our threat drop and if you don't want to use it, then deal with the aggro management in other ways. Like stop attacking and let the tank get aggro back.

Wow. I'd thought your previous comment about shaman threat was some good-natured trolling making fun of the slow-to-learn people, like the guy a couple days ago who said he was a hunter and asked what traps were. A tiny bit mean, and too easy to misunderstand online, but ultimately harmless and fun for people in on the joke.
But now, it turns out you're serious? You want a threat reduction tool... for free? The problem that keeps you from using the current one is... the global cooldown?
Wow. I suggest you reread the original post, please, and I hope the LFD tool doesn't put me in a group with you any time soon.

The reduction is more than 5%.
Why?
5% + the threat you DIDN'T generate on that so-called "wasted" GCD.

So if the 1) Threat reduction and 2) Interrupt aren't worth the threat reduction or interrupt, what exactly are you looking for?
