On fights where interrupts are needed, it's very, very obvious, and if the tank and/or leader didn't ask for one in advance then it's their fault at least as much as yours, and most tanks can take care of it themselves if they want. If tanks need help interrupting some 50k damage spike, reasonable ones will ask for it, not blame you for not reading their mind. So on most PvE fights, interrupts aren't needed and your Wind Shear is much better used when threat is too high than being saved for some 10k fireball. Saving the Wind Shear for the interrupt makes sense on General Vezaxx, Moorabi, those trash mobs in Vortex Pinnacle with two healers... and I can't think of anyone else newer than Kael'thas. Some bosses in Cataclysm instances I haven't encountered yet, maybe? I don't know.
