The reason they can't do a lot of magic-only encounters is because then you can have basically any class tank. While that's fine for an occasional "ranged tank" like Keleseth in the BPC or Mimiron, if you do it too much, you lose the specialization altogether. Otherwise you can just have a mage or warlock tanking everything using all their shields and magic mitigating abilities.

Pretty sure all the plate guys and bears wouldn't be too happy to see clothies tanking everything left and right.
