Just a thought.... based on my own shallow search of WoWhead.com and my own experience leveling through the zones, you actually get more Earthen Ring rep from Deepholm. Deepholm has about 9k rep with Earthen Ring, whereas the Vashj'ir zones only award in the order of 4k

Twilight Highlands has about 5k rep with Earthen ring as well.
