It's been "Fixed" for a while now. It just took a while to apply on different servers - you should try it again.

Not really JK, I know I did it after it was "fixed", and then guildies had it bug out for them after I did it.

@JKWood Nope. Not according to the continuous stream of bug reports on the forums every day. They've supposedly fixed other parts of the quest in past hotfixes (ex. not being able to turn in the quest once it's completed) but a plethora of people still can't actually -complete- the quest due to the NPCs phasing out and the inevitable drowning.

All I've heard from a Blue about that so far is that they're looking into it, but unless I missed it, no one's mentioned a fix and people are definitely still having the issue on multiple servers.
