Will they fix the bug where the new dragon mounts carry the players instead of having the players ride them or is that intended?

That's a confirmed bug.

But that's a graphical issue, and therefore a client issue, and will have to wait for a client patch.

Although they could theoretically hotfix the client nowadays with their fancy new streaming technology. But their QA guys would probably hate that.
