"He wasn't very talkative, but he seems to be enjoying Winter Veil a bit more this year. While I doubt he'll have many presents under the tree, I suspect he already got his best present last month."

"Okay, everyone but HIM learned I've been training hard. But anyway, no killing anyone next year. I don't want to be known as 'that tauren'."

...Man, Gamon won't catch a break the further we get into Cata, will he?
On that note, has anyone killed the new-and-improved Gamon yet? Or does he still remain the 'guy who's finally getting revenge'?

Naw, Gamon has been killed multiple times a day on Proudmoore.
Both before AND after the CC-nerfs.
He doesn't one-shot people anymore in heroic blues. So he's totally killable. Especially when you pull with a throway pet, like a bubbleman, or treants.
Sad though, all those buffs, and he's still the most killed NPC in Azeroth.
I should give him a present for Winter's Veil.

Is there any lore or a story behind Gamon...why is he an attackable NPC and WHY do people want to kill him?

hes part of the rogue pickpocket questline so i think he has to flagged as attackable to pickpocket...just a guess

I really would like to know the reason blizz buffed him like this for cata..I can think of a few reasons..one mainly the frustration of the rogues trying to complete the quest waiting for him to respond..im just curious as to what finally decided them on the buffup.

Before Cataclysm, a low-level rogue quest had the objective of pickpocketing Gamon -- who was then level 12 -- to get a key. Because of this, he was neutral to (and killable by) Horde players. He was also usually dead, since higher-level players in Orgrimmar could easily one-shot him.
Patch 4.0.3a (the Cataclysm content patch) made Gamon a level 85 elite. Although still attackable, he is now much more difficult to kill.
