The Left Eye of Rajh is actually an appalling trinket when compared to the +Agility and Mastery trinkets available elsewhere, getting enough Expertise to get to the cap should be no challenge and it's easier to reforge out of it on other gear than to have this huge waste lying about.
So no, it's not good, avoid it all costs and stick with
The only really attractive part of Grim Batol is Skardyn's Grace, a 285 agility trinket with an agility use.
Is one of the best trinkets in the game because it's not an Agility use it's a MASTERY use, learn 2 read tooltips.

On the other side of things, Skardyn's Grace is not one of the best trinkets in the game. You're assuming that Mastery automatically makes it amazing, but not considering two important factors:
A) The amount of Mastery granted from SG is significantly less than the amount of agility given by similar chance on hit items. for example, compare the 1710 agility proc on Left Eye of Rajh and Key to the Endless Chamber to the 1425 Mastery on SG.
B) It's automatically worse due to being a "On Use" trinket. While I haven't seen actual testing done on the ICD of the heroic trinkets, most Equips that aren't Deathbringers Will have 45sec-1minute ICDs and 15 second durations, vs. the 20 second duration on use effects with two minute cooldowns. Certain "On Use" items like the Unsolvable Riddle are great entry level trinkets due to their ease of access and their beast passive stats, but chance on hit are nearly always better than "On Use."
