When you're looking at weapons, you're not just looking at the secondary stats (mastery/crit/hit/haste/expertise.) You're looking primarily at the weapon speed (2.6 or slower) and the weapon's base Damage Per Second. Weapon DPS is the single highest valued stat for an Enhancement shaman, and it's the most important thing to look for upgrades to. While weapons with hit/mastery/expertise are ideal, taking a crit/haste weapon with 409 dps will always be a better choice than staying with the hit/expertise 350.
Spellpower weapons are an entirely different story. In the interest of relevance to the original question, I left them out. :P
