This is what I would go for:

Tier 11 chest (pants and gloves drop from baradin).
Relic, unless your gloves are really terrible.
Cloak
Boots
Ring
Trinket
At any time that you can fill out your T11 (with a combo of baradin hold drops and/or the helm/shoulder drop from raid bosses), you want to prioritize that. If you can't fill it out, then you can pretty safely wait until the end to spend your last VP on the tier gloves and pants.

Very much agree with the awesome pyromelter, with the caveat that I'd fill out T11 first if your server doesn't tend to hold on to Tol Barad very much (or if you have difficulty getting groups to go), and unless they re-itemize the boots get them last

T11 (as much as is appropriate given your access to Argoloth)
cloak
relic
ring
trinket (if not getting either the Darkmoon Card: Volcano or the TB trinket)
Boots
