Not really. Everyone has a choice, and their free will is respected. If anyone doesn't want to be undead, they're free to refuse the offer and drop dead again on the spot. Indeed, as I recall from the starting zone watching the Val'kyr doing their business, most of the attempts end in precisely that fashion. Anyone who decided to live on as undead rather than refuse the offer and remain dead has no one to be mad at but themselves. Being mad at Sylvanas for giving you a choice no one else would is not reasonable by any means.
