I felt just like you when I first hit 85, but after passing a certain gear threshold, it completely turned around. Now I have ample mana (usually with enough to fill in for the healer for a bit if he/she dies during a fight), and I'm tearing up the damage meters. I'm not trying to gloat when I say that. I'm just trying to add another perspective. The mana issue solves itself by getting more intellect (and, at least for me, getting more practice with knowing which fights I'll need to use my SW:D early and often for mana.) As for the dps, my guess is that the drastic change i experienced between a mere 20 or so average ilvl had to do with our mastery and Empowered Shadows' uptime. When I first hit 85 I had maybe 6% haste or so (estimating.) I often went through periods of several seconds where my Empowerd Shadows buff would fall off but I didn't yet have another Shadow Orb available to apply the buff again. Why? Because my low haste meant I didn't get a ton of SW:P ticks and couldn't squeeze in as many mindflays in a given period of time, thus less chances to proc an Orb. This hurt my dps terribly. After getting some better gear (higher ilvl and more optimal secondary stats, namely haste), I'm getting more than enough Orb procs to keep Empowered Shadows nearly always. My mastery is fairly low, so Empowered Shadows is sitting at a 14% buff to periodic damage for me. That's still a pretty major dps loss when the buff falls off for long periods of time. Anyway, that's been my experience.
