It seems to me that while the devs had intended to make a few changes here and there, their ideas didn't get fully translated down to their code monkeys. I think the intern that was charged with the Kill Shot buff thought "50% AP scaling increase" meant 0.3*1.5 and not 0.3 + 0.5.
