First, the +30% increase to the PWS talent was long since reverted. That has not been the case for several days now and should not have been in the article, honestly.
The increased value to PW:S is 208%. Even if one took that value, multiplied 2.08 by your base value presented of 7000, that comes out to 14,560. Not exactly accurate in either calculation, but its closer to what you can realistically expect than the 26,000 you stated. At a Disc priest, on the PTR right now, I do good to see 29k shields, and that includes the shield boosting talents in discipline plus the disc mastery bonus to absorbs included on top of any bonuses to the PW:S spell.
Simply stated, PW:S will be stronger, but it will not be as godly as you portray it to be in your article. It most certainly will never be able to achieve levels even remotely near that of a disc priest, which the numbers presented seem to allude to being possible.

The amount absorbed by PW:S is increasing by 208%. It has not been increased to 208% of it's original value.
Thus, the multiplier is 3.08, not 2.08.
