Patch 4.0.6 will bring a new vendor who sells raw materials and resources in exchange for justice points. Many players now capped on justice points have been struggling with ways to spend them. Blizzard has added in these vendors as a kind of points dump for some extra resources, so you're not letting those points waste away into nothingness in your currency tab. Here is a current list of the resources sold and their justice point cost:
Now, if you think these prices are high, remember that these items are not meant to be bought efficiently with justice points; rather, leftover justice points are supposed to be converting into a little extra in the materials department for you. So far, I think it's a pretty good price list, but I'd love to see
Maelstrom Crystals on there for 4,000 points each, which would make some of the upper-end enchants easier.

That would work well.
Add maelstrom crystals, chaos orbs, and a satchel of volatiles (random) to the valor point vendor.
I think Blizz will wait it out until no one is needing valor points anymore though and apply it in a future patch, for instance, a few weeks before the next raid comes out.

I'm relieved to see these where they are. You now have a reasonable reason to spend points you otherwise have no use for, but the prices aren't low enough to kill the markets for people who can provide those materials through their professions.

I'm not. Chaos Orbs are supposed to be difficult to get right now, so I doubt we'll see them on the vendor until at least 4.2 or 4.3

Other than my 70 Valor Points, its the only reason I run heroics.
I'm sure that since I am a tank/healer, Blizz wants me to keep queueing.
Remember, when you play a role that has short queues, you gear faster, and thus stop running heroics regularly. There is a reason my hunter's gear is 1/2 as good as my Paladin's tank AND healer sets. (Both have same /played this level).

Seeing as how there's also an heirloom vendor on the PTR that sells for JP, I think I'd much rather buy more heirlooms for my alts rather than waste 3000 points on 20 herbs. Heck, I wouldn't do that at 1/3 the price!

No Chaos Orbs, no Maelstrom Crystals please. That will screw up the gear progression they've been trying to do. There's a reason people aren't de'ing epics so often now, to keep those enchants a bit more rare for a few more months.

Chaos orbs would be perfect for this list. This does seem to be a bit steep compare to prices of gems with Emblems of Honor.

I thought that the current 359 valor point gear was going to be offered for justice points in the next patch, and any valor points you have would be converted to justice points. If this is true, wouldn't it be better to save your justice points for the next patch?

The conversion you are talking about will happen with patch 4.1, this is for patch 4.0.6.
And, there is a hard cap of 4,000 for JP, so this allows you to spend JP on stuff so you don't just sit at the cap.
