I recently made a hunter, and got the BoA bow. I enchanted it with an accurascope from MC (+30 hit). I was VERY disappointed to see the enchant isn't effective until Level 50. I had no idea there was a requirement on this and am still bitter. My hunter is level 2.

Totally agree it says it. I just isn't applied to similar items, like the spellpower and healing power enchants that come out of MC as well.
Also, most items with a level requirement don't permit you to put them on a BoA. For example, I can't put BC and Wrath scopes on a BoA bow. Just this one, which also has a level requirement.

Most BC and Wrath things have an item level requirement, not a level requirement, which is why they can't be applied to heirlooms. Enchants that have a regular level requirement- like your scope and the shoulder inscriptions- can be applied to an heirloom by a character of the appropriate level, but will only function if the character using them is also of the appropriate level.
