I looked up how I set this up here at home....
On the panel that will be "housing" recount and omen:
On the OnLoad script section, add the following:
self:RegisterEvent("PLAYER_REGEN_DISABLED")
self:RegisterEvent("PLAYER_REGEN_ENABLED")
On the OnEvent script section add this (not sure about the recount part as I used Skada)
if event == "PLAYER_REGEN_ENABLED" then
Omen:Toggle()
Recount:Show()
elseif event == "PLAYER_REGEN_DISABLED" then
Omen:Toggle()

Make that "Recount:Hide()" (or whatever the recount command is) for the last recount statement.

I know Omen has a setting to only show up when you are in combat. I would surmise that he's just got that flagged on, with both boxes (Omen & Recount) filling the same space. So when he's out of combat, Omen (on top) isn't shown, so he gets Recount. But once he enters combat, Omen pops up (on top)..

You should be able to set recount to only show up out of combat, and set omen to only show up in combat, so one will just disappear as the other appears. I used to do this, but for some reason Recount would get buggy in BG's and start flashing on and off.
