I can't remember the exact code, but kgPanels allows you to add script to the panel that "holds" recount and omen. You register the game events that tell whether you're in combat or out of combat. (Can't remember the event name, it's something about regenerate health).

In psuedo code it's something like this:
If in combat then recount hide and omen show
If not in combat then recount show and omen hide.

I can send the exact code this evening if someone else hasn't by then.
