A few reasons. First up, there isn't much competition for caster shields. It's elemental, resto shaman, and holy paladin. Second, since Wrath one-hand + off-hand has generally had better stats than a staff. This is even more apparent since off-hand items (including shields) can be enchanted, and there are no unique staff enchants this expansion. Third, for those times when things go wrong and something is actually hitting you, a staff doesn't give you the armor a shield does. A shield typically bumps you up from mail armor to (effectively) plate levels of armor.
Chances are, however, that a staff will be a bit better than a mace (or dagger)/shield combo from an earlier tier, from a pure healing standpoint.
Some people also feel that shields just feel more 'shamany.'
