The answer to this is to have your healer melee the boss during bulwark. At least, that's what I do, as a healer.

Assuming the tank is playing this right, and the DPS is playing this right, there's almost zero damage going out for the whole of ozruk.

I just run in, whack the boss for a stack of the dot, then run out and dispel my ranged friends.
