The stats on the Signet of the Elder Council are haste/mastery, so if we can get lucky enough to grab the right combo on the Mistral Circle, we would prefer that as BiS. As a way of tiding us over, though, we do indeed want that Signet. I'm looking to reforge the haste to crit when I do get it, eventually.
