His character has some sort of transparency affect. Then he took a screenshot of his character and cut the background out from around it (replacing it with a white background). What you see is the background behind his characters outline and transparent details.

If I was to guess it's actually an overlay. Two screenshots

He then cut out his character, and played with some filter settings on the ORgrimmar screenshot, and overlayed the two.
That's why you see some blue shadows from the sloppy photoshopping around the sides.

I suspect it's a goblin mage standing in an Elder's spotlight zoomed just a bit so he could see through his toon. Nothing complicated.
