For DPS, top is Leatherworking - 130 str via their bracer enchant is better than the 65 crit/haste enchants by 130 str. After that, JC offers an 81 str bonus (extra +27 str on each chimera's eye), Alchemy, Enchanting, Blacksmithing. Inscription all offer +80 (bonus from flasks, ring enchants, two extra sockets, better shoulder enchant). Engineering helmets are good pre-raid but the tier helmets are generally better.

For tanking, JC, LW, BS, Enchanting, Inscription are all pretty much equal in their bonus stamina. JC and BS might pull ahead in the long run because you can use them to get mastery as well.
